Dublin South Central is a parliamentary constituency in Ireland which is represented in Dáil Éireann, the lower house of the Irish parliament or Oireachtas. It is located in the heart of the capital city of Dublin. The constituency has an electorate of 86,710 and at present is served by 5 Teachtaí Dála (TDs). The method of election is the Single Transferable Vote form of proportional representation (PR-STV).
The district comprises Harold's Cross west, Drimnagh, Walkinstown, Crumlin, Inchicore , Ballyfermot, Kimmage and Terenure west.
Under the Electoral (Amendment) Act 2005, which took effect at 2007 general election, the constituency boundary was extended to the north side of the River Liffey, taking in Islandbridge.[1]

[edit] 1999 by-election
The Dublin South Central by-election 1999 was caused by the death on 22 February 1999 of the 54-year Labour Party TD Pat Upton, who had won the seat on his second attempt at the 1992 general election and held it at the 1997 general election.
Polling for the by-election was held on 27 October 1999, when turnout was only 27.9%, down from 60% at the 1997 general election.[4] The seat was narrowly won by the Labour candidate Mary Upton, sister of the deceased TD.
